Systematic cross-analysis of the May 14, 2026 DHS license registry: 7 locations where an active MHCP-enrolled organization operates at the exact address of a revoked or denied predecessor. Four cases — including House of Opportunity LLC (manager: Feisal Mohamed Elmi) at East African Healing Services' former Minneapolis address — are referred to DHS-SIRS and AG-MFCU.
