Minnesota never passed a law naming BACB as the required credential for ABA Medicaid billing. DHS adopted BACB as the sole standard through administrative rulemaking — no competitive evaluation, no legislative vote, no performance accountability. The same administrative path that gave BACB authority could add accountability requirements.
